Public universities in Germany charge little or nothing in tuition even to international students, which changes the financial arithmetic more than any scholarship elsewhere on this list.
The catch is language. English-taught masters programmes are plentiful and genuinely good, but the graduate job market outside a few international employers expects working German. Candidates who treat language acquisition as part of the plan from day one do well here. Those who postpone it usually struggle at exactly the wrong moment.
